-Sunny: Attacking Troops +5% power. Navy Speed +5%
-Rainy: Defending Troops +5%.
-Snowy: Attacking Troops -5%. Navy Speed -5%.
-Windy: Attacking Troops -5%. Navy Speed +10%.
-Fog: Navy Speed -5%.
Hazardous Weather
-Drought: Attacking Troops -10% power. Navy Attack -5%.
-Hurricane: Attacking Troops -10%. Navy Speed -10%.

-The most basic is sunny. This should be used most likely.
-Weather conditions should be base on real life seasons.
-Changes or stays the same. If changing, changes every 12 hours.
