Proposal
Further upgrade of cities, troops, mines and temples trough Agora.

Reason
Mostly new expanded game experience, some of thing may make game more interesting, tense, and somehow easier and or better overall game experience.
And would add a bit more to over all strategy planing in game.

Details
We gain cultural level as we progress trough game and there is not much use for them exsept for gaining new villages. That is presented trough number witch could be used more.
Lets say now I have Cultural level 14 and so i have 14 point to further upgrade my agoras to max lvl of 3 using 1 point for each upgrade of agora and "tech" inside it for a bonus increasement of 5/10/15 % in next:

Mining productivity (in upgraded town)
Troop training Speed (can be split into ground, naval and myth in upgraded town)
Troop training Material (can be split into ground, naval and myth in upgraded town)
Attack bonus (same as above ground, naval and myth in upgraded town)
Defense bonus (same as above ground, naval and myth in upgraded town)
Favor gain (added go specific god worshiped in town, not per town town)

So sine we already have Agora lvl 1 in each city. 1 cultural lvl would be used to gain 1 and only 1 tech in designated city and for each Agora upgrade we would use 1 more cultural point. Specialising some of our cities further more in stated areas.
Conquest of the upgraded city would reset all upgrades in that town.
If use 1stly stated info of cultural lvl 14 I would be able to fully upgrade 4 towns/Agoras, in certain area, out of 14 and would have 2 spare points.

Balance
This wouldn't have any influence on overall gameplay since all players would have same benefits.

Abuse prevention
That depends on Grepolis team and how it would be implemented. Evenso I don't see much trouble implementing this to function like it should.

Summary
I have been thinking about this for some time now and I don't know if this is already suggested. I didnt see it anywhere... would like to see comments about this.
